“Old Business Eden Renewables:
Travis Mitchell, of EPI Engineering, representing Eden Renewables, presented updated renderings of the proposed Van Epps and Mohawk View solar arrays. Travis noted that a higher density panel was being proposed, as this reduced the footprint of the projects. The desire was to stay away from slopes on the properties and increase buffers where possible. The Van Epps project would now be 75ft back from the road with a proposed hedgerow buffer. The Mohawk View project would now be 100ft back from the road with a proposed hedgerow buffer.
Both projects would have roads built that would include 20ft entrances and then 15ft access roads. Travis noted at a SWPP was still being addressed with Prime AE and that lot coverage with both projects came in at about 20%. Signage would be included in the final packet and decommissioning plans were submitted for both projects.

Q: Can we get more detail on any wetland crossing?
A: updates will be made and addressed through Prime AE to ensure these are covered in final submission
Q: Can we obtain more detail on the panels themselves?
A: Eden Renewables will submit requested detail for review
Q: Some local laws note the requirement of a private landowner lease being filed with the Town. Have you seen this to be the case in your business?
A: Yes, frequently a memorandum of the lease is filed with the Town as part of the final project packet
Q: In terms of installation, have there been any studies on the impacts to local livestock during installation? IE: stress due to excessive noise, etc.?
A: During the installations Eden Renewables has completed, they haven’t noted/identified any issues to livestock as having been reported, including on their own projects where panels are being installed on farms where they themselves house livestock.
Nancy Langdon requested the Planning Board receive materials prior to the day of the meeting in order to review them and come prepared to the monthly board meeting. The Town’s submission requirements are 10 days prior to the meeting.
Travis Mitchell indicated Eden Renewables will plan to provide the final documents in advance of the February 20, 2020 Planning Board meeting.
Tim Reilly noted at the February meeting the Planning Board would need to review a negative declaration for both sites and make a determination on the special use permit request for both sites.”
