“Solstice Renewables, which is seeking to build a 40-acre solar panel farm at Swangleys Farm, has offered more than £212,000 over 25 years to three parish councils.
The councils in Datchworth, Knebworth and Woolmer Green would receive proportional shares of the cash each year.
Datchworth Parish Council Clerk Wendy Prowle said this could sway those who do not have ways of gaining a regular income.
She said: “The parish [council] felt that it is bribery.
“Showing us the benefits the cash could bring to the local area, that we will get if they go ahead.
“The other councils are not even looking at it, we feel it is something that should not be done before planning application has been decided.”
Concerns have also been raised by Mrs Prowle with the company after it ran a school trip to the proposed site last week.”
