In a sworn statement filed Monday in Marion County Circuit Court, Phil Shain, the brother of the Seattle-based consultant, Martin Shain, claims that he forged the papers in December 2011 without his younger brother’s knowledge. The $12 million in taxpayer subsidies were a make-or-break piece of the financing package for the $27 million solar project that ultimately paid Martin Shain $2.4 million.”
